As GAIN4CROPS concludes, the European Union is entering a decisive phase in the governance of New Genomic Techniques (NGTs), moving from years of regulatory uncertainty towards implementation of a dedicated framework. Throughout its lifetime, the project has contributed not only to frontier research on photosynthesis and crop productivity, but also to the policy debate on how plant breeding innovation should be regulated to support sustainability, climate resilience, and food security.

Regulatory frameworks should reflect current scientific understanding and assess plants according to their characteristics and risks, rather than relying solely on the techniques used to develop them. Disproportionate regulation carries real sustainability costs by delaying innovations that can reduce input use, improve stress tolerance, and stabilise yields under climate change.
Innovation timelines must align with climate realities
Climate pressures on agriculture are intensifying faster than traditional regulatory and innovation cycles. Regulatory uncertainty or slow implementation risks preventing timely deployment of solutions that are already scientifically feasible and urgently needed to adapt European agriculture to environmental stress.
